Should Welfare Recipients Be Drug Tested To Receive Benefits?

South dakota killed two bills, asking that welfare recipients be tested for drugs before receiving their benefits.  This bill was rejected because the drug testing would be very costly, without reducing illegal drug use.  It is also believed that this would just hurt more children than help them, as it would quite often result in loss of homes and guardians.  According to The Republic, many children affected by this law would end up in more expensive state custody.
